Conditions / Refusal Reasons
That use of the premises wholly for B1 use or with uncontrolled B8 use would be contrary to the provisions of the adopted Oxfordshire Structure Plan 2001and the adopted South Oxfordshire Local Plan which seek to restrain the overall level of development and to concentrate developments which generate a lot of journeys in locations well served by public transport (O.S.P. Policy G1; S.O.L.P. Policies G2, G3, G10). Employment generating proposals will not be permitted in locations which give rise to excessive or inappropriate traffic or which are not accessible by public transport (O.S.P. Policy E3; S.O.L.P. Policy E6 vi). The re-use of buildings in the countryside will be permitted provided in particular that there are no overriding amenity, environmental or highway objections (S.O.L.P. Policy C11). In Areas of Outstanding Natural Beauty the primary aim is to conserve and enhance the natural beauty and special landscape quality of the area and development must be of a scale and type appropriate to the area (S.O.L.P. Policy C2). Conditions 2, 7 and 8 of planning permission P97/W0030/R permit alternative employment generating uses of buildings worthy of re-use whilst limiting i) the amount of employment in accordance with restraint policies, ii) the amount of unsustainable and environmentally undesirable traffic in a remote rural area lacking easy access by sustainable means of transport, and iii) the amount of open air car parking which would be detrimental to the character and landscape of the North Wessex Downs Area of Outstanding Natural Beauty. The conditions are necessary and are imposed in accordance with Government guidance (paragraph 3.14(d) of PPG7 The Countryside - Environmental Quality and Economic and Social Development) to ensure that the advantages of re-use are not outweighed by legitimiate planning objections.
