Conditions / Refusal Reasons
That the development would be contrary to sustainability objectives, in particular to the principles of PPG13, policies EG1 and T15 of the Oxfordshire Structure Plan, and policy W3 of the Minerals and Waste Local Plan, in that it requires the long distance transport of waste by road from Hereford and Worcester. That the development is contrary to policy W2 of the Minerals and Water Local Plan, which does not recognise the need to treat waste in Oxfordshire other than from London and the South East. The development is also contrary to Government advice set out in Making Waste Work, A Strategy for Sustainable Waste Management in Enland and Wales and in draft PPG10, as it does not accord with the proximity principle and the principle of regional self sufficiency, which seek to avoid the environmental damage which could be caused by transporting waste over long distances.
