Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five
years beginning with the date of this permission and if this condition
is not complied with this permission shall lapse.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning
Act 1990.
That the additional living and garage accommodation hereby permitted
shall be occupied and used only in connection with and ancillary to the
occupation and use of the existing property, The Knoll, Crowsley Road,
as specified in the application, and shall not be occupied or used
separately therefrom.
Reason: As it has not been demonstrated how acceptable access, parking
and amenity areas will be provided to serve both the existing
dwelling and the approved accommodation.
That samples of the materials to be used for the external walls and roofs
shall be submitted to and approved in writing by the Local Planning
Authority before any development commences.
Reason: To ensure that the details of the development are satisfactory.
That the garage doors shall be constructed with vertical dark stained
timber boarding.
Reason: To ensure that the details of the development are satisfactory.
That development shall not begin until a detailed specification of the
type, design and external finish of all windows and external doors has
been submitted to and approved in writing by the Local Planning
Authority.
Reason: To ensure that the details of the development are satisfactory.
That notwithstanding the provisions of the Town and Country Planning
(General Permitted Development) Order 1995 (or any order revoking or
re-enacting that Order) no additional windows shall be constructed in the
garage and flat above other than those expressly authorised by this
permission.
Reason: To ensure that the development is not unneighbourly.
That no development shall take place until a professionally competent
organisation, as approved in writing by the Local Planning Authority, has
been commissioned to carry out a full watching brief during the period of
construction works. The watching brief shall preserve by record any
archaeological features which may arise in the course of works and shall
include limited archaeological excavation where necessary and the
retrieval of artefactual evidence.
Reason: To safeguard the recording and inspection of matters of
archaeological importance on the site.
That a scheme for the landscaping of the site, including the planting of
live trees and shrubs, particularly along the southern boundary, shall be
submitted to and approved in writing by the Local Planning Authority
prior to the commencement of the development hereby permitted. The
scheme shall be implemented as approved within 12 months of the commence-
ment of the approved development and thereafter be maintained in
accordance with the approved scheme. In the event of any of the trees
or shrubs so planted dying or being seriously damaged or destroyed within
5 years of the completion of the development, a new tree or shrub or
equivalent number of trees or shrubs, as the case may be, of a species
first approved by the Local Planning Authority, be planted and properly
maintained in a position or positions first approved by the Local
Planning Authority.
Reason: To help assimilate the development into its surroundings.
That the garage accommodation shall be retained as such and shall not be
adapted for living purposes without the prior permission of the Local
Planning Authority.
Reason: To comply with the Local Planning Authority's vehicle parking
standards and to protect local amenities.
