Conditions / Refusal Reasons
That approval of the details of the siting, design and external appearance of the building(s) and the landscaping of the site (hereinafter called "the reserved matters") shall be obtained from the Local Planning Authority in writing before any development is commenced. Reason: As the application is not accompanied by details of these matters. That application for approval of the reserved matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That the development hereby permitted shall be begun either before the expiration of five years from the date of this permission, or before the expiration of two years from the date of approval of the last of the reserved matters to be approved, whichever is the later. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That development shall not begin until foul and surface water drainage works have been carried out in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution. That the open areas outside the building shall be used for landscaping and amenity purposes, the parking of vehicles, access, manoeuvring, loading and unloading purposes only. No storage, industrial or other business use shall take place other than inside the building. Reason: To protect local amenities. That a detailed site investigation shall be carried out to assess the degree and nature of any contamination present and determine its potential for the pollution of the water environment. The method and extent of the investigation shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Any remedial works required as a result of the investigation, to prevent pollution of ground and surface water, including monitoring, shall be submitted to and approved in writing by the Local Planning Authority, before any construction work commences. Reason: To prevent the contamination of ground water. That no building shall be occupied until secure cycle parking facilities have been provided on the site in accordance with the Oxfordshire County Council's standards and details to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: To ensure adequate provision of cycle parking in accordance with planning policies. That the 7440 square metres of development to be built in the first phase shall not be occupied until 250 car parking spaces have been provided in accordance with a scheme to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: In the interests of highway safety and to ensure that the development is carried out in a satisfactory manner. That no more than 300 car parking spaces shall be provided to serve the total of 10462 square metres of development hereby permitted. Reason: In the interests of highway safety and convenience and to protect local amenities. That prior to the first occupation of any of the development hereby permitted, the whole of the site roads, footpaths and cycleways to be provided shall be laid out and constructed in accordance with a specification to be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development. Reason: In the interest of highway safety and convenience. That details of the site layout to be submitted as part of the reserved matters application shall make provision for a cycle and footway within the site linking to the cycle/footway network outside the site. Reason: To accord with the policy of the Local Planning Authority, to secure the proper planning of the locality and to improve the cycle path/pedestrian footway links in the area. That the existing access between the site and the Reading Road shall be improved, laid out and constructed strictly in acccordance with the deposited plan ref 94607/11 and the attached specification prior to the first occupation of the development hereby permitted, unless the Local Planning Authority gives prior written consent to any variation. Reason: In the interests of highway safety and convenience.
