Conditions / Refusal Reasons
That the development must be begun not later than the expiration of five years beginning with the date of this permission and if this condition is not complied with this permission shall lapse. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990. That samples of the materials to be used for the external walls and roofs shall be submitted to and approved in writing by the Local Planning Authority before any development commences. Reason: To ensure that the details of the development are satisfactory. That development shall not begin until a detailed specification of the type, design and external finish of all windows, external doors, eaves/ fascias and rainwater goods has been submitted to and approved in writing by the Local Planning Authority. Reason: To ensure that the details of the development are satisfactory. That a scheme for the landscaping of the site, including details of all changes in ground levels, ground surface and boundary treatments, tree and shrub planting including a hedge along the northern site boundary, and all freestanding walls and fences shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of the development hereby permitted. The scheme shall be implemented as approved within 12 months of the commencement of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, be planted and properly maintained in a position or positions first approved by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings. That the existing steel doors on the garage on the site boundary with Castle Farm House shall be replaced before first occupation of any new dwelling in accordance with a scheme approved in writing by the Local Planning Authority. Reason: To safeguard the character and appearance of the Wallingford Conservation Area. That the proposed car ports and parking spaces shall be provided before first occupation of any dwelling and shall thereafter be retained for car parking at all times. Reason: To comply with the Local Planning Authority's vehicle parking standards and to protect local amenities. That details of the foundations of all new buildings and of all underground services shall be submitted to and approved in writing by the Local Planning Authority before development commences. Reason: To ensure that the development does not do damage to the archaeological interest of the site. That a full archaeological watching brief shall be carried out during the period of construction works in accordance with details and by a professionally competent archaeological organisation both of which shall have been submitted to and approved in writing by the Local Planning Authority before the development commences. The brief shall include the recording of any archaeological features revealed, limited archaeological excavation and the retrieval of artefactual evidence. Reason: As the site is of archaeological importance. That all buildings and structures proposed to be demolished shall be demolished and the materials therefrom shall be removed from the site before first occupation of any new dwelling. Reason: To safeguard the character and appearance of the Wallingford Conservation Area. That notwithstanding the provisions of Article 3 of, and Class A of Part 2 of Schedule 2 to the Town and Country Planning (General Permitted Development) Order 1995 (or any order revoking or re-enacting that Order), no fence, wall or other means of enclosure shall be erected or constructed unless planning permission has first been granted by the Local Planning Authority on a formal application in respect thereof. Reason: To protect local amenities. That details of surface water drainage works shall be submitted to and approved in writing by the Local Planning Authority prior to the development commencing. Reason: In the interests of public health. That development shall not begin until a scheme for the disposal of foul sewage has been submitted to and approved in writing by the Local Planning Authority. Reason: In the interests of public health and to avoid pollution.
