The development, due to its siting, scale and massing, fails to respect the established character and appearance of the surrounding area including the adjacent conservation area, forming an incongruous and prominent feature which compromises the visual amenity of the area and harms the openness of the setting of the adjoining conservation area. As such the proposed outbuilding is contrary to policies DES1, DES2, ENV6 and ENV8 of the South Oxfordshire Local Plan 2035, Policy LW6 of the Long Wittenham Neighbourhood Plan 2018-2035, and the advice set out within the South Oxfordshire and Vale of White Horse Joint Design Guide 2022.
