Having regard to the materials (uPVC) and the size and proportions of the fittings, casements and glazing bars, the replacement windows and doors harm the character and appearance of this Grade II listed building. The works do not preserve or enhance the architectural and historic interest of the listed building and there are no overriding public benefits that would justify the harm. The works are contrary to section 16 of the Planning (Listed Buildings and Conservation Areas) Act 1990, section 16 of the NPPF, policies ENV6 and ENV7 of the adopted South Oxfordshire Local Plan 2025 and Policy NP6 of the Benson Neighbourhood Plan Review.
