The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 20-01 P5, 20-04 P5, 20-05 P5, 20-07 P5, 20-08 P5, 30-09 P5, 30-04 P5, 30-05 P6, 30-07 P5, 30-08 P5, 30-09 P5, 30-20 P4, 60-01 P3, 60-02 P3, 60-03 P2, Brightwell Manor: Impact Plan for great crested newt District Licensing Version 4, 60-04 P2, 60-05 P3, 80-01 P2, HTS-LND-01B Tree Landscaping Plan, HTS_TPP_01A Tree protection plan, HTS_TPP_01B Tree protection plan and HTS_TPP_03A Tree protection plan, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
No development hereby permitted shall take place except in accordance with the terms and conditions of the Council's Organisational Licence (WML-OR152, or a 'Further Licence') and with the proposals detailed on plan "Brightwell Manor: Impact Plan for great crested newt District Licensing (Version 4)", dated 19th May 2025.
Reason: In order to ensure that adverse impacts on great crested newts are adequately mitigated and to ensure that site works are delivered in full compliance with the organisational licence (WMLOR152, or a 'Further Licence'), section 15 of the National Planning Policy Framework, Circular 06/2005 and the Natural Environment and Rural Communities Act 2006.
No development hereby permitted shall take place except in accordance with Part 1 of the Great Crested Newt Mitigation Principles, as set out in the District Licence WML-OR152 (or a 'Further Licence'), and in addition in compliance with the following:
- Works which will affect likely newt hibernacula may only be undertaken during the active period for amphibians.
Reason: In order to ensure that adverse impacts on great crested newts are adequately mitigated and to ensure that site works are delivered in full compliance with the Organisational Licence (WMLOR152, or a 'Further Licence'), section 15 of the National Planning Policy Framework, Circular 06/2005 and the Natural Environment and Rural Communities Act 2006.
Prior to the commencement of development in respect of the works to create the trench hereby approved the applicant shall notify the council of the date for the commencement of works no less than 10 working days before development commences. The tree protection details as shown on the approved plans HTS-TPP-01A, HTS-TPP-01B, HTS-TPP-03A and as set out 'Full Aboricultural Method Statement - V1 dated May 2025', 'Full Aboricultural Method Statement - V1 dated January 2024' and 'Full Aboricultural Method Statement - V1 dated August 2024' shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in full accordance with the Ecological Enhancement Strategy (EES) (Ecology By Design, dated 28 June 2024) submitted with the application. All external lighting installed on site shall be in full accordance with Figure 6.1.2 of the EES and with the lighting product datasheets ("Astro Bronte"; "Astro Richmond Wall 235"; "Klampenborg 1 Light Wall
Lantern with PIR"; and "Phillips Classic filament LED 25W ST64 E27GOLD SP D RFSRT4"). Any variation shall be agreed in writing by the Local Planning Authority before such change is made.
REASON: To ensure adverse construction effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan.
