Conditions / Refusal Reasons
The application site lies beyond the built up edge of Towersey as defined by the Village Boundary within the Towersey Neighbourhood Plan, and the proposed development would result in an undesirable extension to the settlement to the detriment of the undeveloped, rural character and appearance of the site and its surroundings. This identifiable harm significantly and demonstrably outweighs the modest benefits of the proposal. As such, the proposal would not comprise sustainable development as defined by local and national legislation and the proposal is contrary to policies TOW1 and TOW4 of the Towersey Neighbourhood Plan 2030 to 2040 (December 2023), policies STRAT1, H1, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
The proposed development would provide inadequate standards of amenity for the occupiers Plot 1, the garden of which would be unacceptably overlooked by the first floor window serving the principal bedroom of the existing neighbouring dwelling to the north. Furthermore the siting of Plot 1 would result in harm to the outlook of the neighbouring dwelling to the north. As such the proposal is contrary to Policy DES6 of the South Oxfordshire Local Plan 2035.
