Conditions / Refusal Reasons
The proposed development would not be in accordance with the council's housing distribution strategy in that it lies outside the built-up limits of Peppard Common, is not allocated for housing and would not meet infilling criteria. The proposed development would provide new dwellings in a location that is not particularly accessible to local services and facilities. The lack of pavement, lighting and speed limit and geometry of the carriageway close to the site would discourage travel by means other than the private car. As such, the proposal would not promote sustainable transport and accessibility. The proposed development would therefore be contrary to Policies STRAT1, H1, H12, H16 and TRANS2 of the South Oxfordshire Local Plan 2035 and national guidance at paragraph 189 of the NPPF.
The proposed development would not relate well to the existing pattern of development due to the physical and visual separation from the settlement, resulting in a clear intrusion of development beyond the existing settlement edge onto a site that exhibits key characteristics of this part of the Chilterns National Landscape. The proposal would introduce residential built form and domestic paraphernalia onto the site and with removal of the boundary hedge would open up views into the site from Wyfold Lane at the access point. The proposal would cause significant permanent harm to the character and intrinsic quality of this part of the Chilterns National Landscape, which would be evident in public views on Wyfold Lane. As such, the proposal would interfere with the duty to further the conservation and enhancement of the Chilterns National Landscape and would be in conflict with the aims and objectives of Policy ENV1 of the South Oxfordshire Local Plan 2035 and Policy DP1 of the Chilterns AONB Management Plan 2019-2024 and national guidance at paragraph 189 of the NPPF.
