The development, due to its siting, scale and massing, fails to respect the established character and appearance of the surrounding area, forming an incongruous and prominent feature which compromises the visual amenity of the area. As such the proposed outbuilding is contrary to policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, Policy 16 of the Goring Neighbourhood Plan 2019, and the advice set out within the South Oxfordshire and Vale of White Horse Joint Design Guide 2022.
