The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.

Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1, DES2, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035.
External timber cladding must closely match the existing cladding in terms of species, size profile and finish unless otherwise agreed in writing by the local planning authority.

Following the approval of the WSI dated July 2025 by Foundations Archaeology, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the LPA, as agreed in the WSI, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the LPA within two years of the completion of the archaeological fieldwork.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the NPPF (2024).
No development shall take place, including roof stripping, unless and until a Construction Method Statement for bats is submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall describe Reasonable Avoidance Measures to be employed during construction to avoid impacts on any bats roosting in the structures and trees on site, including:
a) Appointment of an Ecological Clerk of Works, and details of a toolbox talk to be presented to all contractors at the outset of works;
b) Details of ecological supervision/watching brief during roof stripping works and update licensed pre-commencement inspection of any internal crevices within roof timbers;
c) Details (including specification, location, height and orientation) of alternative bat roosting space to be provided on site before any works start;
d) Sensitive timing of works;
e) Procedure to be followed if a bat is discovered during works.
The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan.

P25/S3074/DISNo external lighting shall be installed on site unless and until a sensitive lighting strategy for bats is submitted to and approved in writing by the Local Planning Authority. The strategy shall protect the conservation status of local bat populations, by:
a) identifying those areas/features on site that are likely to be both sensitive for bats and vulnerable to disturbance from artificial lighting, including: known or potential breeding sites, resting places, foraging areas or important routes used to access key areas of their territory.
b) demonstrating that the design and siting of the proposed lighting installation will not disturb or prevent bats using the areas identified in a) (through provision of appropriate lighting plans, isolux contour maps and technical specifications)
All external lighting shall be installed in accordance with the specifications and locations set out in the approved strategy. Under no circumstances should any other external lighting be installed without the written approval of the local planning authority.
Reason: to avoid impacts on bats from insensitive external lighting in line with Policy ENV2 of the South Oxfordshire Local Plan.
The development hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as Chapel Wells.
Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policies DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
