Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 2711-01, DBS1824.SA03A, 3391-03-01, 2711-03, 3391-03-02 and LOC-001, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
All windows and external doors shall be provided in accordance with a detailed specification of their type, design and external finish that has been first submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the use or occupation of the development, a School Travel Plan shall be submitted to and approved in writing by the Local Planning Authority to include proposals for all travel by modes other than the private car for journeys to and from site.
Reason: To promote the use of non car modes of transport in accordance with Policy TRANS4 of the South Oxfordshire Local Plan 2035.
Culham Neighbourhood Plan was made (adopted) as part of the district council's development plan on 12 June 2023. The relevant policies are:

CUL10 - Light pollution
All bat species in the UK are European Protected Species under Part 3 of the Conservation of Species and Habitats Regulations (2017), and are also protected under Section 9 of the Wildlife and Countryside Act 1981 (as amended). Taken together and in summary, this prohibits the killing, injury or disturbance of bats, or the damage or destruction of their resting places. If bats, or evidence of bats are discovered at any stage of a development, works should stop immediately and advice sought from a professional ecologist on how to
proceed.
