The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 782-00-203, 782-00-204, 782-15-103-BS-P2, 782-15-203, 782-15-204, 782-15-102-BS-P2, 782-00-102-BS-P2, 782-00-103-BS-P2, 1278-SW-01, 1278-SW-02, 782-00-200, 782-00-100, 782-00-201, 782-15-100, 782-15-200, 782-15-201, 782-00-001, 782-00-202, 782-15-101, 782-15-202, 782-00-205, 782-15-105, 782-15-204, 782-00-105, 782-00-002, 1278-MP-01, 782-15-002, 782-00-003 and 782-15-003, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
Except in the case of any building work hereby permitted, no change in the levels of the land shall take place unless in accordance with a detailed scheme which shall have been submitted to and approved in writing by the Local Planning Authority before any development commences on site. The scheme shall include details of existing and proposed ground levels.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
No development above slab level shall take place until a photographic schedule of all materials to be used in the external construction and finishes of the development hereby permitted has been submitted to and approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The landscaping scheme as shown on the approved plans 1278-SW-01 and 1278-SW-02 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of any site works (including demolition or site clearance) a protected area shall be designated for all existing trees which are shown to be retained, and the trees shall be protected in accordance with a scheme which complies with the current edition of BS 5837: "Trees in relation to design, demolition and construction" that shall first have been submitted to, and approved in writing by, the Local Planning Authority. The agreed measures shall be kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
No development shall take place, including vegetation clearance, demolition, or ground works, unless and until a Construction Method Statement for habitat protection is submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall comprise a series of method statements for measures to be employed during construction to avoid impacts on habitats at the site boundary (a hedgerow and lake), including the following:
1. Site fencing, signs and other measures to avoid vehicles and contractors entering retained habitat areas.
2. Storage of site waste away from retained habitats and procedures for waste disposal.
3. Locations of site parking, machinery storage and chemical storage away from retained habitats.
4. Procedures to follow in the event of chemical spillages to avoid pollution of retained habitats.
5. Measures to minimise dust deposition and sediment runoff onto retained habitats.
The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To avoid impacts on Priority Habitats during construction, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan 2035.

P25/S3697/DISNo development shall commence on site until a Habitat Management and Monitoring Plan (HMMP), to be provided in conjunction with the Biodiversity Gain Plan, has been submitted to and approved in writing by the Local Planning Authority.
The HMMP must include:
a) A non-technical summary;
b) The roles and responsibilities of the people or organisation(s) delivering the HMMP;
c) The planned habitat creation and enhancement works to achieve the biodiversity net gain in accordance with the approved Biodiversity Gain Plan;
d) The management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion of development;
e) The monitoring methodology and frequency in respect of the created or enhanced habitat to be submitted to the Local Planning Authority. Monitoring reports shall be produced and submitted to the Local Planning Authority on years 1, 3, 5, 10, 15, 20, 25 and 30 after the completion of development.
No use or occupation of the development shall take until written notice confirming the date of the completion of the development has been given to the council. Thereafter the HMMP shall be implemented onsite as approved."
Reason: To ensure the development delivers onsite biodiversity net gain measures in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035, and paragraphs 187 and 193 of the NPPF, and Schedule 7A of the TCPA. of the South Oxfordshire Local Plan 2035.

P25/S3697/DISPrior to the commencement of the development above new slab level, details, including specification and location (height and orientation, to be shown on site and elevation plans) of a scheme of features to be provided for protected and priority species, shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist and bird/bat boxes on buildings shall be integrated into the fabric of the development where possible. Features provided will be additional and separate to those required as mitigation measures under any protected species licence. A minimum number of biodiversity enhancement features shall be provided onsite as follows: 2x integrated bird nest boxes for swift Apus apus and 2x integrated bat boxes. Thereafter, the development shall be implemented in accordance with the approved details. All features shall be provided prior to first use and shall be retained and maintained thereafter.
Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035and paragraphs 187d and 193d of the NPPF.

Reason: That more intensive uses of the site would be likely to generate greater levels of traffic and activity to and from the site, harming the environmental and nature conservation interests of the site in accordance with Policies ENV1, ENV2, CF4 and TRANS5 of the South Oxfordshire Local Plan 2035.
No external lighting shall be installed on site unless and until a sensitive lighting strategy for bats is submitted to and approved in writing by the Local Planning Authority. The strategy shall protect the conservation status of local bat populations, by:
a) identifying those areas/features on site that are likely to be both sensitive for bats and vulnerable to disturbance from artificial lighting, including: known or potential breeding sites, resting places, foraging areas or important routes used to access key areas of their territory.
b) demonstrating that the design and siting of the proposed lighting installation will not disturb or prevent bats using the areas identified in a) (through provision of appropriate lighting plans, isolux contour maps and technical specifications)
All external lighting shall be installed in accordance with the specifications and locations set out in the approved strategy. Under no circumstances should any other external lighting be installed without the written approval of the local planning authority.
Reason: To avoid impacts on bats from insensitive external lighting, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035.
The development shall be implemented in accordance with the recommendations of the Flood Risk Assessment reference P24-0725 Issue 3 by Simpson Consulting Engineers dated 30th April 2025.
Reason: To ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
The measures set out in the Sustainability Statement in the accompanying Design and Access Statement, in respect of sustainable building, shall be implemented prior to the first occupation of the development, unless as may otherwise be agreed in writing by the Local Planning Authority.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES8 of the South Oxfordshire Local Plan 2035.
