The proposal fails to comply with provisions set out in Paragraph Q.1 (b)(i)(aa) and (bb) of Class Q, Part 3 of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended) and with the provisions of the NPPF. Q1.b states that development is not permitted (b) in the case of (i) a larger dwellinghouse, within an established agricultural unit (aa) the cumulative number of separate larger dwellinghouses developed under Class Q exceeds 3; or (bb) the cumulative floor space of the existing building or buildings changing use to a larger dwellinghouse or dwellinghouses under Class Q exceeds 465 square metres; Any dwelling over 100m2 is a 'larger' dwelling and one of the units converted under P14/S1278/PAR is over 100m2 so along with the 3 units now proposed the cumulative number of separate larger dwellinghouses would exceed 3. As such the proposal is not permitted development.
