The proposed development would not be in accordance with the adopted South Oxfordshire Local Plan 2035 Green Belt policy and the advice in Section 13 of the NPPF. The site makes a high contribution to purpose b of the purposes of the Green Belt "to prevent neighbouring towns merging into one another" and can not be considered as grey belt land. The proposal is not limited infilling in a village or the redevelopment of previously developed land and is therefore inappropriate development. There are no very special circumstances to demonstrate that the harm is outweighed by other considerations. The proposed development would be inappropriate development, extending the built form of the village into adjoining undeveloped land. The proposed development would therefore be contrary to Policies STRAT6, H1, H8 and H16 of the adopted South Oxfordshire Local Plan 2035 and the Green Belt advice contained in the NPPF.
