Conditions / Refusal Reasons
The proposed development by virtue of raising the eaves of the building, altering the overall angle of the roof slope and installing large dominating dormers features, would restrict the existing gap between buildings and obstruct the view of trees. The proposed development would fail to respect the historic distinct setting of the immediate buildings and detracting from the relationship with the host property, thereby harming the character and appearance of the Brightwell-cum-Sotwell Conservation Area, Policies DES1, DES2, ENV6, ENV8 of the South Oxfordshire Local Plan 2035, South Oxfordshire and Vale of White Horse Joint Design Guide 2022, and Brightwell-cum-Sotwell Neighbourhood Plan Policies BCS6 and BCS7.

In the absence of the results of an emergence survey between May and August inclusive, in line with industry standard guidance, to determine whether bats are present, there is insufficient survey information to assess the impacts of the scheme on roosting bats, in line with Policy ENV2 (3) of the South Oxfordshire Local Plan 2035 and the Conservation of Habitats and Species Regulations 2017 (as amended).
