Conditions / Refusal Reasons
The site is in a location that is outside the built-up confines of Horspath, and the proposed development would not represent an appropriate infill scheme supported in principle by the Development Plan. It would result in the extension of built development into the open Green Belt land. As such, the proposed scheme would be contrary to the District Council's strategy for growth, as set out under Policies STRAT1, STRAT6, H1, H8 and H16 of the South Oxfordshire Local Plan 2035

The land use of the proposal would result in an intrinsically harmful, urbanising impact upon the verdant openness of the Green Belt and landscape setting of the village, and the encroachment into the countryside. Furthermore the location and land use would result in increased traffic movements close to an existing chicane resulting in increased traffic safety concerns. The District Council considers that the public benefits of the proposed development would be clearly and demonstrably outweighed by the harm identified. As such, the proposal would conflict with the Policies STRAT6, DES1, DES2, ENV1, and TRANS5 of the South Oxfordshire Local Plan 2035.
