Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 25030T, OP1-001, OP1-002, SP-003, A-01, A-01-2, A-01-3, A-01-4, A3, SIP-002 A, CMP-002, LOC-001, SIP-001 and Landscaping Plan 22.9.25, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The application site hereby permitted shall be used only for the keeping and riding of horses for the private leisure and training purposes of the owner of the land, and shall not be used for any commercial activity. Reason: To meet the particular needs of the applicant and to avoid the introduction of a commercial use in this rural location and in the interests of highway safety, in accordance with Policy ENV1 and TRANS5 of the South Oxfordshire Local Plan 2035.

The landscaping scheme as shown on the approved plan 'Landscaping Plan 22.9.25' shall be implemented within 6 months of the date of this decision and thereafter be maintained in accordance with the approved scheme. Feathered plants 1.75-2m high should be used to screen the parking area, together with standard trees, minimum 10-12cm girth and 3.5m tall, randomly spaced at an average of 5-7m spacings. Plants should be native species appropriate to the locality and hedging should include a proportion of evergreen species. Hedge and tree planting should be extended around the arena. Trees should be 10-12cm standards and should be randomly spaced at between 5 and 7m apart opposite the buildings on site, and 7-10m elsewhere. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority. Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

Apart from the details shown on the plans hereby approved, no external lighting shall be installed on the site other than in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. Details shall include location of the external lights and product specification. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.

This application does not authorise the use of land outside the parking area as shown on the approved drawings for the parking of vehicles. All horseboxes and other vehicles are restricted to the parking area indicated on the site plan. This application does not authorise the use of land for the parking of vehicles which are not associated with the private equestrian use. Reason: In the interests of highway safety and to ensure no adverse impacts upon the landscape in accordance with Policy TRANS5 and ENV1 of the South Oxfordshire Local Plan 2035.
