Conditions / Refusal Reasons
Notwithstanding the proposed changes to the constructed scheme, the extensions and alterations to the dwelling would, by virtue of their excessive scale, massing and inappropriate design, cause material harm to the character and appearance of the property and the wider area. Moreover, the proposal would fail to preserve the special landscape character and scenic beauty of the Chilterns National Landscape. As such the development is contrary to policies H20, DES1, DES2, and ENV1 of the South Oxfordshire Local Plan 2035, Policy SD3 of the Henley and Harpsden Neighbourhood Plan, the National Planning Policy Framework and guidance within the South Oxfordshire and Vale of White Horse Design Guide.
Notwithstanding the proposed changes to the finish and roof of the constructed outbuilding, it would, due to its irregular footprint and combination of pitched and flat-roof elements, remain a visually incongruous feature, out of keeping with the rural character and appearance of the plot and surrounding area. As such, the development is contrary to policies H20, DES1, DES2 and ENV1 of the South Oxfordshire Local Plan 2035, Policy SD3 of the Henley and Harpsden Neighbourhood Plan, the National Planning Policy Framework and guidance within the South Oxfordshire and Vale of White Horse Design Guide
