Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 25011-110, P00, P05, E03, P03, P04, P01, E02, E01, P02 and E00, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as set out in the approved Arboricultural Method Statement (May 2025) and shown on the Tree Protection Plan drwgno 25011-110 shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

Prior to the commencement of the development above new slab level, details (including specification, position, height, orientation) of one house sparrow Passer domesticus and one bat box to be integrated into the fabric of the development, shall be submitted to and approved in writing by the local planning authority. The choice and siting of the boxes shall be advised by a suitably qualified ecologist. Thereafter, the development shall be implemented in accordance with the approved details and the feature shall be provided prior to first use and retained and maintained thereafter. Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.

The development hereby approved shall be implemented in full accordance with the method statements for mitigating construction impacts on protected species (great crested newt) set out in the Great Crested Newt Method Statement dated 12 May 2025 submitted with the application. Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To ensure adverse construction effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

No development shall commence on site without the appointed archaeologist being present (other than in accordance with the agreed and submitted Written Scheme of Investigation - Lych Gate Cottage, Church Road, Great Milton, Oxfordshire, Project Specification for an archaeological watching brief - Thames Valley Archaeological Services (dated April 2025, rev11/5/2025; Ref 25e73)). Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 of the of the South Oxfordshire Local Plan 2035.
