Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 23055_PP1012_A, 23055_PP4031, 23055_PP4030, 23055_PP2031_A, 23055_PP2030_A, 23055_PP2032_A, 23055_PE2011_A, 23055_L001_B, 23055_PP0011_C, 23055_PP0012_A, 23055_PE0011_A, 23055_PE0012_A, 23055_PE0013_A, 23055_PP4032_B, 23055_PP0020_A, 23055_PP0010_C, 23055_PP1031_A, 23055_PP1030_A, 23055_PE1011_A, 23055_PE1010_A, 23055_PP1032_A, 23055_PP1010_A, 23055_PE2010_B, 23055_PP0025_B, 23055_PE0010_B, PRI24651-11C Sheet 1 and PRI24651-11C Sheet 2, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The landscaping scheme as shown on the approved plans PRI24651-11C Sheet 1 and PRI24651-11C Sheet 2 shall be implemented prior to the first occupation or use of the approved development and thereafter be maintained in accordance with the approved scheme. In the event of any of the soft landscaping so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, replacement planting, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development above new slab level, details (including specification, position, height, orientation) of a scheme of features to be provided for protected and priority species, shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist and bird/bat boxes on buildings shall be integrated into the fabric of the development where possible. Features provided will be additional and separate to those required as mitigation measures under any protected species licence. A minimum number of biodiversity enhancement features shall be provided onsite as follows: 2x integrated bird nest boxes for swift Apus apus, and 2x integrated bat boxes.
Thereafter, the development shall be implemented in accordance with the approved details. All features shall be provided prior to first use and shall be retained and maintained thereafter.
Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV3 of the South Oxfordshire Local Plan 2035 and the NPPF.
No development shall commence until a Habitat Management and Monitoring Plan (HMMP) has been submitted to, and approved in writing by, the Local Planning Authority. The HMMP shall be consistent with, and submitted alongside, the associated Biodiversity Gain Plan and include:
1) a non-technical summary;
2) the roles and responsibilities of the people or organisation(s) delivering the HMMP;
3) the planned habitat creation and enhancement works to create or improve habitat to achieve the Biodiversity Net Gain in accordance with the associated Biodiversity Gain Plan;
4) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion* of development; and
5) the monitoring methodology (including the specification of subsequent required monitoring reports) to be provided to the Local Planning Authority at monitoring intervals. The monitoring intervals shall be at years 1, 2, 5, 10, 15, 20, 25 and 30, after the completion* of development.
Thereafter, the created and/or enhanced habitat approved by the associated Biodiversity Gain Plan shall be implemented in accordance with the approved HMMP.
All subsequent monitoring reports shall be submitted to, and approved in writing by, the Local Planning Authority, in accordance with the methodology and frequency specified in the approved HMMP.
(*completion is taken to be when a Building Control Completion Certificate has been obtained for the development AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain onsite in accordance with Policy ENV3 of the South Oxfordshire Local Plan and in accordance with Schedule 7A of the Town and Country Planning Act 1990.
Following the approval of the Habitat Management and Monitoring Plan (HMMP) referred to in condition 5, no use and/or occupation of the development shall take place until evidence confirming that the development is complete* has been submitted to, and approved in writing by, the Local Planning Authority. The date of completion shall be confirmed in that evidence.
(*completion is taken to be when a Building Control Completion Certificate has been obtained for the development AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain onsite in accordance with Policy ENV3 of the South Oxfordshire Local Plan and in accordance with Schedule 7A of the Town and Country Planning Act 1990.
A Construction Traffic Management Plan (CTMP) shall be submitted to and approved in writing by the Local Planning Authority prior to the commencement of development. The approved CTMP shall be implemented prior to any works being carried out on site, and shall be maintained throughout the course of the development.
Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
Cycle parking facilities shall be provided prior to the occupation of the development hereby approved, in accordance with details to be first submitted to and approved in writing by the Local Planning Authority.
Reason: To encourage the use of cycles as a means of transport in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The approved development shall be carried out to meet the requirements detailed in the acoustic report by Peninsular Acoustics, Project No: PA0482 Date: October 2024. Sections, 3.3, 3.4 and 3.5.
Reason: To protect the occupants of nearby residential properties from loss of amenity due to noise disturbance and in accordance with Policy ENV12 of the South Oxfordshire Local Plan 2035.
The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological monitoring and recording action, to be maintained during the period of construction/during any groundworks taking place on the site. The archaeological monitoring and recording action shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority.
Reason: To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the NPPF (2024).
Following the approval of the Written Scheme of Investigation referred to in condition 10, no development shall commence on site without the appointed archaeologist being present. Once the archaeological monitoring and recording action has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork.
Reason To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the NPPF (2024).
Details, including drawings as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority before the relevant part of the development has begun:
a. all materials to be used in the external construction and finishes of the development
b. specifications for all new window, doors, shop frontages and other openings, including joinery details
c. all rain water goods.
Thereafter the development shall be carried out in accordance with the approved details.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1, DES2 and ENV8 of the South Oxfordshire Local Plan 2035.
Prior to first occupation, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of development (excluding demolition), a full surface water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme shall be designed in accordance with the national standards for sustainable drainage systems and be based on infiltration as the primary means of disposal, Including details of BRE 365 soakage testing results, drainage system levels, sizes, locations, and construction details. The scheme shall demonstrate capacity to accommodate a minimum of the 1 in 30-year storm event below ground, with evidence to demonstrate that the site can accommodate the worst case 1 in 100-year storm event + 40% climate change allowance without any offsite flows and without causing nuisance or property flooding. Please note that a surface water discharge to a Thames Water recorded foul sewer is not permitted under any circumstances. The approved scheme shall be fully implemented prior to the occupation of the development.
Reason: To prevent pollution and flooding in accordance with Policies ENV12 and EP4 of the South Oxfordshire Local Plan 2035.
Technical Requirements / Notes:
FEH 22 methodology must be used for hydraulic modelling.
Cv values must be set to 0.95.
A 10% urban creep allowance must be included.
An exceedance flow plan must be provided.
Each building must include a source control feature (e.g. rainwater planter or butt).
Full construction details, including for hardstanding, must be submitted.
A colour-coded key assigning system maintenance responsibilities is required.
Drainage layouts from RWPs must be included.
Prior to the commencement of development (excluding demolition), a full foul water drainage scheme shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details prior to the first occupation of the development hereby approved.
Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

Full hydraulic calculations must be provided.Full construction details of foul drainage components are required.
A colour-coded key outlining system responsibilities is required.
Drainage layout from SVPs must be provided.
Prior to occupation of any dwellings, a SUDS Compliance Report prepared by a suitably qualified engineer shall be submitted to and approved by the Local Planning Authority. It shall include:
As-built drawings (DWG or DXF format),
Inspection reports for key SUDS features (e.g. flow controls, storage),
Evidence of inspections (photographs included),
Details of any required remediation works,
Evidence of completed remedial works,
CCTV survey.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
Prior to occupation of any dwellings, a Foul Water Drainage Compliance Report prepared by a suitably qualified engineer shall be submitted to and approved by the Local Planning Authority. It shall include:
As-built drawings (DWG or DXF format),
Inspection reports for key foul water features (e.g. manholes),
Photographic evidence of inspections,
Details of any remediation works and confirmation of completion,
CCTV survey.
Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.
