The application site is not allocated for development in either the South Oxfordshire Local Plan 2035, or the Chalgrove Neighbourhood Plan (CNP) (2018) and lies outside the built-up area of the settlement. The development does not accord with the spatial strategy for housing within the district, as set out in policies STRAT1 and H1 of the South Oxfordshire Local Plan 2035 and policy C1 of the Chalgrove Neighbourhood Plan. The adverse impacts of approving this application, notably conflict with the development plan, as well as landscape impact, in conflict with Local Plan Policy ENV1; lack of school places, in conflict with Local Plan policy INF1; and poor connectivity, in conflict with Local Plan policy DES1 when taken together would significantly and demonstrably outweigh the benefits of providing new homes, when assessed against the policies in the NPPF taken as a whole.

In the absence of a completed Section 106 legal agreement, the proposal fails to secure affordable housing to meet the of the development. As such, the development would be contrary to policies H9 and H11 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
