The proposed development, by reason of its appearance and materiality, would result in an incongruous and stark boundary form that would be out of keeping in an area largely dominated by soft landscaped boundaries. The proposed development would fail to draw from or physically and visually enhance and complement its surroundings. As such the development would be contrary to Policy DES2 of the South Oxfordshire Local Plan and Policy SD3 of the Henley and Harpsden Neighbourhood Plan.
