Having regard to the siting of the dwelling and the size and location of the proposed two storey side extension, the proposed extension would be sited considerably forward of the established building line. It would appear as a dominant protrusion in the street that would have a detrimental impact on the character and appearance of the original building and surrounding area. The proposal would be contrary to Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035, the design principles set out in the South Oxfordshire and Vale of White Horse Joint Design Guide Adopted 2022 and the National Planning Policy Framework 2024 paragraphs 131 and 139.

The proposed rear facing window to the extended bedroom would have a significant adverse impact on the neighbouring occupier at No.45 Bowness Avenue by virtue of overlooking into the private amenity garden area. The impact is considered to cause significant harm and would be contrary to Policy DES6 of the South Oxfordshire Local Plan 2035.
