The development would not conserve or enhance the context of the Registered Park and Garden or the contribution the site makes to the garden's special interest. The scale of the development and the boundary enclosure are a stark contrast to the otherwise open character of the area that is consistent with the Park's historic context and the rural character of the area. The development would result in less than substantial harm to the setting of the Registered Park and Garden which would not be outweighed by public benefits. Accordingly, the development fails to adhere to Policies ENV1, ENV10, DES1 and DES2 and the provisions of the National Planning Policy Framework.
