The proposal is to remove a section of stone wall which is a prominent feature of the street scene and contributes positively to the distinctiveness and setting of the Grade II Listed Building, the local area and the character and appearance of the Conservation Area. There are no public benefits of sufficient weight to outweigh the harm to the significance of these designated heritage assets. As such the proposed development is contrary to Policies DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035 and guidance within the National Planning Policy Framework.
