Conditions / Refusal Reasons
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, UKA006-MLH-XX-XX-M2-W-6003, UKA006-RDG-XX-ST-DR-A-8056-03, UKA006-RDG-XX-ST-SK-A-8058-02, UKA006-RDG-XX-ST-DR-A-8071- 4, UKA006-LDA-XX-ST-DR-L-0002-02 and UKA006-RDG-XX-ST-DR-E-0002-03, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

That, unless otherwise agreed in writing by the Local Planning Authority, the development shall be carried out in accordance with the drainage details set out ' Ridge - Main Gate Facility Perimeter Road Re-alignment Scheme - Detailed Drainage Information UKA006-RDG-XX-XX-RP-C-008 May 2025' and a SuDs review report shall be submitted to the local planning authority within 3 months of the date of this decision and approved in writing.  Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.

Within 3 months of determination of this permission, a record of the approved SuDS and site wide drainage details shall be submitted to and approved in writing by the Local Planning Authority for deposit in the Lead Local Flood Authority Asset Register. The details shall include: As built plans in both .pdf and .shp file format; Photographs to document each key stage of the drainage system when installed on site; Photographs to document the completed installation of the drainage structures on site. Management company information must be provided clearly identifying the name of the company and contact details. Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035 and section 21 of the Flood and Water Management Act 2010.

Unless otherwise agreed in writing by the Local Planning Authority, the sustainable drainage scheme for this site will be completed in accordance with the submitted details. The sustainable drainage scheme shall be managed and maintained thereafter in perpetuity in accordance with the agreed management and maintenance plan, (including contact details of any management company). SuDS Features and Drainage Maintenance Plan (Detailed maintenance management plan in accordance with Section 32 of CIRIA C753 including maintenance schedules for each drainage element, to be prepared and submitted as stand-alone document within 3 months of the date of this decision and approved in writing. ) Reason: To ensure that the principles of sustainable drainage are incorporated into this proposal and maintained thereafter in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035

That, unless otherwise agreed in writing by the local planning authority, the development shall be carried in accordance with Traffic Management Plan UKA006-MLH-XX-XX-DR-W-6003 and shall be maintained throughout the course of the development. Reason: In the interests of highway safety and to mitigate the impact of construction vehicles on the surrounding highway network, road infrastructure and local residents, particularly at morning and afternoon peak traffic times and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.

No later than three months after the date of planning permission, a Landscape and Ecology Management Plan (LEMP) shall be submitted to and approved in writing by the Local Planning Authority. The content of the LEMP shall include the following: 1. Description and evaluation of features to be managed. 2. Ecological trends and constraints on site that might influence management. 3. Proposals for ecological enhancements for habitats and species. These shall be in line with the Ecological Impact Assessment (Ecology by Design, dated November 2024) and landscaping plan (LDA Design drawing UKA006-RDG-XX-ST-DR-L-0002-03, dated July 2024)as submitted with the planning applications. They shall include (1) planting of new trees and species-rich grassland and (2) provision of a minimum of two bird nest boxes on retained trees and two bat boxes on retained trees. 4. Aims and objectives of management. 5. Appropriate management options for achieving aims and objectives. 6. Prescriptions for management actions. These shall include detailed specifications, planting/installation directions and method statements for ongoing management, for the trees, species rich grassland and bat and bird features. 7. Preparation of a work schedule (including an annual work plan capable of being rolled forward over a 30-year period). 8. Details of the body or organization responsible for implementation of the plan. 9. Ongoing monitoring and remedial measures. The LEMP shall include details of the legal and funding mechanism by which the long-term implementation of the plan will be secured by the developer with the management bodies responsible for its delivery. The plan shall also set out (where the results from monitoring show that conservation aims and objectives of the LEMP are not being met) how contingencies and/or remedial action will be identified, agreed and implemented so that the development still delivers the fully functioning biodiversity objectives of the originally approved scheme. The approved plan will be implemented in accordance with the approved details and management prescriptions implemented across the site for the plan period. REASON: To ensure that habitats are created and managed for biodiversity to maximise their ecological value and deliver a biodiversity net gain, in line with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan.

No development shall commence on site without the appointed archaeologist being present (other than in accordance with the agreed and submitted Written Scheme of Investigation - Main Gate Road Realignment, Culham Science Centre, Abingdon, Written Scheme of Investigation for Archaeological Monitoring and Recording - Cotswold Archaeology (April 2025; CA Project AN0991)). Once the watching brief has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason - To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with the NPPF (2024) and Policy ENV9 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in full accordance with the method statement for mitigating construction impacts on protected species (foraging badger and hedgehog) set out in Recommendation R4 in Section 5.52 of the Ecological Impact Assessment report submitted with the application (Ecology By Design, dated November 2024). Any variation shall be agreed in writing by the Local Planning Authority before such change is made. Reason: To ensure adverse construction effects on protected species are avoided in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

That, unless otherwise agreed in writing by the local planning authority the development shall be carried out as per the details contained within SKR Lighting Design - Exterior Lighting and Design Calculation Report 19.12.2023 and implemented in full. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
