The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 23.13_001, 23.13_002, 23.13_003, 23.13_004, 23.13_005, 23.13_100, 23.13_101, 23.13_102, 23.13_102, 23.13_200, 23.13_201, 23.13_202, 23.13_300, 23.13_301, 623.PL.001, 623.PL.002, 623.PL.003, 623.PL.004, 623.PL.005, 623.PL.006, 623.PL.011, 623.PL.012, 190809-524-DRW-AIP-FP-02, 190809-524-DRW-TCP-FD-02 SW 170924, 190809-524-DRW-TPP-PH1-FP-02 and 190809-524-DRW-TPP-PH2-FP-02, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological monitoring and recording action, to be maintained during the period of construction/during any groundworks taking place on the site. The archaeological monitoring and recording action shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority.
Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with the National Planning Policy Framework and Policy ENV9 of the South Oxfordshire Local Plan 2035.

P25/S1796/DISFollowing the approval of the Written Scheme of Investigation referred to in Condition 4, no development shall commence on site without the appointed archaeologist being present. Once the archaeological monitoring and recording action has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork.
Reason To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with the National Planning Policy Framework and Policy ENV9 South Oxfordshire Local Plan 2035
No development shall take place (including demolition, ground works, vegetation clearance) until a construction environmental management plan (CEMP: Biodiversity) has been submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following.
a) Risk assessment of potentially damaging construction activities.
b) Identification of biodiversity protection zones .
c) Practical measures (both physical measures and sensitive working practices) to avoid or reduce impacts during construction on nearby receptors
d) The location and timing of sensitive works to avoid harm to biodiversity features.
e) The times during construction when specialist ecologists need to be present on site to oversee works.
f) Responsible persons and lines of communication.
g) The role and responsibilities on site of an ecological clerk of works (ECoW) or similarly competent person.
h) Use of protective fences, exclusion barriers and warning signs.
The approved CEMP shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details, unless otherwise agreed in writing by the local planning authority.
Reason: To minimise impacts on biodiversity in accordance with the NPPF and Policy ENV2 of the South Oxfordshire Local Plan 2035.

P25/S1796/DISNo development shall commence until a Habitat Management and Monitoring Plan (HMMP) has been submitted to, and approved in writing by, the Local Planning Authority. The HMMP shall be consistent with, and submitted alongside, the associated Biodiversity Gain Plan and include:
1) a non-technical summary;
2) the roles and responsibilities of the people or organisation(s) delivering the HMMP;
3) the planned habitat creation and enhancement works to create or improve habitat to achieve the Biodiversity Net Gain in accordance with the associated Biodiversity Gain Plan;
4) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the substantial completion* of development; and
5) the monitoring methodology (including the specification of subsequent required monitoring reports) to be provided to the Local Planning Authority at monitoring intervals. The monitoring intervals shall be at years 1, 2, 5, 10, 15, 20, 25 and 30, after the substantial completion* of development.
Thereafter, the created and/or enhanced habitat approved by the associated Biodiversity Gain Plan shall be implemented in accordance with the approved HMMP.
All subsequent monitoring reports shall be submitted to, and approved in writing by, the Local Planning Authority, in accordance with the methodology and frequency specified in the approved HMMP.
(*substantial completion is taken to be when the landowner can occupy the development to use it for its approved purpose AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain onsite (Policy ENV3, and in accordance with Schedule 7A of the Town and Country Planning Act 1990).

P25/S1796/DISFollowing the approval of the Habitat Management and Monitoring Plan (HMMP) referred to in the above condition, no use and/or occupation of the development shall take place until clear and unambiguous evidence confirming that the development is substantially complete*, has been submitted to, and approved in writing by, the Local Planning Authority.
The date of substantial completion shall be confirmed in that evidence.
(*substantial completion is taken to be when the landowner can occupy the development to use it for its approved purpose AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain on site (Policy ENV3, and in accordance with Schedule 7A of the Town and Country Planning Act 1990).
The development shall be implemented in full accordance with the Sustainable Drainage Systems Strategy Report, which accompanied the application. Any variations to the approved drainage strategy must have prior written agreement from the Local Planning Authority.
Reason: In order to ensure that a sustainable drainage system is incorporated on site, in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
The tree protection details as described within the submitted Arboricultural Impact Assessment (190809-524-RPT-AIA) and accompanying plans, shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development hereby approved, a scheme for the landscaping of the site, including the planting of live trees and shrubs, shall be submitted to and approved in writing by the Local Planning Authority. These details shall include schedules of new trees and shrubs to be planted (noting species, plant sizes and numbers/densities), the identification of the existing trees and shrubs on the site to be retained (noting species, location and spread), any earth moving operations and finished levels/contours, and an implementation programme. The scheme shall be implemented prior to the first occupation or use of the development hereby approved and thereafter be maintained in accordance with the approved scheme. In the event of any of the trees or shrubs so planted dying or being seriously damaged or destroyed within 5 years of the completion of the development, a new tree or shrub or equivalent number of trees or shrubs, as the case may be, of a species first approved by the Local Planning Authority, shall be planted and properly maintained in a position or positions first approved in writing by the Local Planning Authority.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.

P25/S1796/DISPrior to the construction of the development hereby approved above slab level, details of the specification of the glass coating to be applied to the external glazing on the roof openings shall be submitted to and approved in writing by the Local Planning Authority. Thereafter the glazing shall be implemented and retained in perpetuity in accordance with the approved details.
Reason: To minimise visible light transmittance and prevent illumination and light spill for the protection of the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1 and ENV12 of the South Oxfordshire Local Plan 2035.

P25/S2014/DISNo external lighting shall be installed on the site other than in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. Any lighting must comply with the requirements for Zone E1 as set out in the Institute of Lighting Professionals Guidance Note for the Reduction of Obtrusive Light.
Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.
Prior to first occupation, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
The building hereby permitted shall not be used or occupied at any time other than for purposes ancillary to the Swan Wood estate and its management activities, as set out in the application submission.
Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property and result in inadequate standards of amenity and privacy in accordance with Policies DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
