The reliance on parking within the adopted highway would obstruct pedestrian movement, forcing non-motorised users into the carriageway, increasing risks to highway safety. Additionally, the shortfall in on-site parking provision would likely lead to indiscriminate and obstructive parking within the vicinity, posing significant risk to highway safety and to other users of the highway network, contrary to Policy TRANS5 of the South Oxfordshire Local Plan 2035, Policy D1 of the Woodcote Neighbourhood Plan and the provisions of the National Planning Policy Framework (NPPF).
