The proposed development would have a significantly increased bulk and massing at roof level compared with the extant planning permission. In the context of the adjoining buildings this would be harmful to the character and appearance of its immediate surroundings. As such, the proposal would conflict with the aims and objectives of Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policy SD3 of the made Joint Henley and Harpsden Neighbourhood Plan Review 2022 and advice contained within Section 5 of the Joint Design Guide 2022 and paragraph 140 of the NPPF.
