The proposed development would result in harm to the landscape appearance and character of this part of the Chilterns National Landscape contrary to policies ENV1, ENV12, DES1 and DES2 of the South Oxfordshire Local Plan, Chilterns AONB Management Plan and policies of the Joint Henley and Harpsden Neighbourhood Plan. The development does not seek to further the purposes of conserving and enhancing the natural beauty of the area as per Section 245 of the Levelling-Up and Regeneration Act 2023.
