The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 0200 P02, 0070_P04, 0070_P04, 0060_P04, 0055_P03, 0015_P01, 0054_P04, 0010_P03, 0011_P03, 0050_P05 and 0051_P06, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
No development shall commence until a Habitat Management and Monitoring Plan (HMMP) has been submitted to, and approved in writing by, the Local Planning Authority. The HMMP shall be consistent with, and submitted alongside, the associated Biodiversity Gain Plan and include:
1) a non-technical summary;
2) the roles and responsibilities of the people or organisation(s) delivering the HMMP;
3) the planned habitat creation and enhancement works to create or improve habitat to achieve the Biodiversity Net Gain in accordance with the associated Biodiversity Gain Plan;
4) the management measures to maintain habitat in accordance with the approved Biodiversity Gain Plan for a period of 30 years from the completion* of development; and
5) the monitoring methodology (including the specification of subsequent required monitoring reports) to be provided to the Local Planning Authority at monitoring intervals. The monitoring intervals shall be at years 1, 2, 5, 10, 15, 20, 25 and 30, after the completion* of development.
Thereafter, the created and/or enhanced habitat approved by the associated Biodiversity Gain Plan shall be implemented in accordance with the approved HMMP. All subsequent monitoring reports shall be submitted to, and approved in writing by, the Local Planning Authority, in accordance with the methodology and frequency specified in the approved HMMP.
(*completion is taken to be when a Building Control Completion Certificate has been obtained for the development AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain onsite (Policy ENV3 of the South Oxfordshire Local Plan, and in accordance with Schedule 7A of the Town and Country Planning Act 1990).

The date of completion shall be confirmed in that evidence. (*completion is taken to be when a Building Control Completion Certificate has been obtained for either the whole development or first phase thereof AND all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain on site (Policy ENV3 of the South Oxfordshire Local Plan, and in accordance with Schedule 7A of the Town and Country Planning Act 1990)
No development shall take place, including vegetation removal or demolition, unless and until a Construction Method Statement for protected species is submitted to and approved in writing by the Local Planning Authority. This shall be produced by a suitably qualified ecologist and shall describe Reasonable Avoidance Measures to be employed during construction to avoid impacts on any protected species (roosting bats in the buildings, plus badger, hedgehog and other small animals and nesting birds), including:
a) Appointment of an Ecological Clerk of Works, and details of a toolbox talk to be presented to all contractors at the outset of works;
b) Details of a pre-commencement check of any bat Potential Roost Features in the vicinity of works areas and/or ecological supervision during roof stripping works.
c) Details (including specification, location, height and orientation) of alternative bat roosting space to be provided on site before any works start;
d) Timing of works (works only outside the summer bat active season; works only during daytime);
e) Prohibition on the use of power tools in the vicinity of potential roost features;
f) Areas to be treated as exclusion zones throughout work and details of how this will be enforced;
g) Other measures to limit lighting, dust, vibration and noise to be employed throughout the works;
h) Procedure to be followed if a bat is discovered during works.
i) Measures to avoid foraging badger, hedgehog and other small animals becoming trapped in works areas.
j) Timing/and or ecological supervision measures to avoid impacts on nesting birds during vegetation clearance.
The approved Construction Method Statement shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan.

P25/S2229/DISPrior to the commencement of the development above new slab level of the extensions and new classroom, details (including specification, position, height, orientation) of a scheme of features to be provided for protected and priority species, shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist. Features provided will be additional and separate to those required as mitigation measures under any protected species licence. A minimum number of biodiversity enhancement features shall be provided onsite as follows: two tree- or building-mounted bird nest boxes and two tree- or building mounted bat boxes. Thereafter, the development shall be implemented in accordance with the approved details. All features shall be provided prior to first use and shall be retained and maintained thereafter.
Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan, The South and Vale Joint Design Guide and paragraphs 187d and 193d of the NPPF.

P25/S2229/DISWithin 9 months of the date of this permission, a Community Use Scheme prepared in consultation with Sport England shall be submitted to and approved in writing by the Local Planning Authority. The agreement shall apply to the multi-use games area and playing field and include details of pricing policy, hours of use, access by non-educational establishment users and a mechanism for review. The development shall not be used otherwise than in strict compliance with the approved agreement.
Reason: To secure well managed safe community access to the sports facility/facilities, to ensure sufficient benefit to the development of sport and to accord with Policy CF4 of the South Oxfordshire Local Plan 2035.
No development shall commence until full details of:
(a) the works/contractors' compound (including any buildings, moveable structures, works, plant, machinery, access and provision for the storage of vehicles, equipment and/or materials); and
(b) a scheme for the removal of the works/contractors' compound and the restoration of the land on which it is situated
are submitted to and approved in writing by the Local Planning Authority after consultation with Sport England. The works/contractors' compound shall not be provided and used on the site other than in accordance with the approved details and shall be removed and the land on which it is situated restored in accordance with the approved details before occupation of the development hereby approved.
Reason: To protect sports facilities from damage, loss or availability of use and to accord with Policy CF4 of the South Oxfordshire Local Plan 2035.
