Conditions / Refusal Reasons
The proposed development would have a significantly increased bulk and massing compared with the extant planning permission. The proposed changes would be particularly evident in public views from the adjacent recreation area, where the increase in height would be combined with the full depth side elevation of Unit 2. The proposal would be larger in scale than the adjoining building and would present larger dwellings at the edge of the 'Shop Settlement' built up area. The visual impact of the proposed dwellings would be exacerbated by the contrast in materials to the brick and flint finish of the adjoining building. As such, the proposal would conflict with the aims and objectives of Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035 and Policies BH6 and BH8 of the made Binfield Heath Neighbourhood Plan and advice contained within Section 5 of the Joint Design Guide 2022 and paragraph 140 of the NPPF.

Unit 1 would have a significantly reduced private outdoor amenity space when compared with the extant planning permission. The internal living space for the proposed dwellings would be increased, which means that the proposed dwellings are more likely to be occupied by larger families with a higher demand for private outdoor amenity space. Therefore, the substandard private amenity space would detract from the residential amenity of the future occupiers. As such, the proposal would be contrary to the aims and objectives of Policy DES5 of the South Oxfordshire Local Plan 2035 and advice contained within Section 4 of the Joint Design Guide 2022 and paragraph 140 of the NPPF.
