That the agricultural justification for the retention of the barn for the purposes of agricultural use is not considered valid at the site, given the small scale of the site, its overall agricultural activity, and that there is an existing barn at the site and also an extant planning approval P06/W0028 that has commenced onsite. It is therefore considered that the needs of the small agricultural holding 'The Glebe', can be met without the need for an additional barn. Furthermore the proposed use of the barn to be retained is not considered appropriate as it is currently being used for the purpose of storing sculptures and artwork that are for the personal use of the owner and unrelated with agricultural activity of the site. Therefore the justification for the proposed retention of the barn is not in accordance with agricultural activities set out in Section 336 of the 1990 Act for the purposes of agriculture as being sought. The site meets the tests to be regarded as Grey Belt land but the development does not meet the Golden Rules requirements. The development is inappropriate development in the Oxford Green Belt and there are no very special circumstances to overcome the harm by reason of inappropriateness, contrary to advice contained in the NPPF, and Policy STRAT6 of the adopted South Oxfordshire Local Plan 2035.
That the application contains inadequate details to demonstrate that satisfactory means for the disposal of surface water are available within the application area. The development does not accord with Policies INF4 and EP4 of the adopted South Oxfordshire Local Plan 2035.
