Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than 22 May 2027. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO-004, OP1-003, LOC-001 and PE-002 except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The tree protection details as approved under application ref P24/S2945/DIS shall be put in place prior to any on site works including demolition and shall thereafter be retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

The development hereby permitted shall be implemented in full accordance with the Ecological Mitigation and Enhancement Strategy for achieving biodiversity net gain (Focus Environmental Consultants, dated 10 September 2024) submitted under condition discharge application P24/S2945/DIS. Reason: To compensate and mitigate for the net loss of biodiversity resulting from the development in accordance with policy ENV3 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in full accordance with the Ecological Mitigation and Enhancement Strategy for the provision of bat and bird boxes (Focus Environmental Consultants, dated 10 September 2024) approved via condition discharge application P24/S2945/DIS. Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan.

The development hereby permitted shall be implemented in accordance with the construction method statement for protected species and the offsite ancient woodland approved under application ref P24/S2945/DIS. Reason: To avoid impacts on protected species during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan

No external lighting shall be installed on the site other than in accordance with details, which have first been submitted to and approved in writing by the Local Planning Authority. Details shall include location of the external lights and product specification. Reason: To protect the appearance of the area, the environment and wildlife, and local residents from light pollution in accordance with Policies ENV1, ENV2, ENV3 and ENV12 of the South Oxfordshire Local Plan 2035.

The stables hereby permitted shall be used only for the keeping of horses for the private leisure purposes of the owner of the land, and shall not be used for any commercial activity. Reason: To meet the particular needs of the applicant and to avoid the introduction of a commercial use in this rural location, in accordance with Policy ENV1 of the South Oxfordshire Local Plan 2035.
