Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, BLO 001, RMT998 - TPP2, BLO002, SP001, SIP002 and LOC 001 A, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
That, prior to the first use of the pump track hereby approved signage shall be erected at the entrance to the pump track permitting only non motorised vehicles to make use of the track. The signage shall thereafter be retained.
Reason: To protect the occupants of nearby residential properties from noise disturbance in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
The hours of operation for construction and demolition works shall be restricted to 08:00-18:00 Monday to Friday and 08:00-13:00 on a Saturday. No work is permitted to take place on Sundays or Public Holidays without the prior written authority of the Local Planning Authority.
Reason: To protect the occupants of nearby residential properties from noise and dust disturbance in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
The development hereby approved shall be implemented, and all created and/or enhanced habitats thereafter maintained, in accordance with the approved Habitat Management and Monitoring Plan reference HDA ref: 803.4 February 2025 received 14 February 202 and associated Biodiversity Gain Plan.
Following the completion* of development, all subsequent monitoring reports shall be submitted to, and approved in writing by, the Local Planning Authority, in accordance with the methodology and frequency specified in the approved HMMP.
(*completion is taken to be when all establishing habitat creation and enhancement works, as set out in the approved HMMP, have been implemented successfully).
Reason: To ensure the development delivers a Biodiversity Net Gain onsite in accordance with Policy ENV3 of the South Oxfordshire Local Plan, and in accordance with Schedule 7A of the Town and Country Planning Act 1990
Following the approval of the Habitat Management and Monitoring Plan (HMMP) referred to in condition 5, no use and/or occupation of the development shall take place until evidence confirming that the development is complete* has been submitted to, and approved in writing by, the Local Planning Authority. The date of completion shall be confirmed in that evidence.
