The development is inappropriate development in the Green Belt and it would be harmful to the spatial and visual openness of the Green Belt and would conflict with the purposes of the Green Belt. By virtue of its location, and form of development, the proposal would contribute to the unrestricted sprawl of Oxford, a large built-up area, into the Green Belt, undermining purpose a) specified in paragraph 143 of the NPPF. The application does not constitute very special circumstances as required by the National Planning Policy Framework to clearly outweigh the harm to the Green Belt and other harms. As such the application is contrary to Policies STRAT6 and DES9 of the South Oxfordshire Local Plan 2035 and the NPPF.

The proposal would introduce development with an industrial character into the open countryside. It would result in significant adverse effects on the open landscape character and to views including those from neighbouring Garsington, the highway and public rights of way. As such, the proposal is contrary to the NPPF, and Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035, and Policy GARS3 of the Garsington Neighbourhood Plan.
