The application fails to justify the need for the proposed development in connection with the functional requirements of the agricultural enterprise or that the dwelling is no longer required in connection with the functional requirements of the agricultural enterprise, and in the absence of this the proposed development also fails to justify the materially greater increase in volume compared to the existing dwelling on site. As such the proposed development fails to adhere to the guidance set out in the National Planning Policy Framework and Policy H19 of the South Oxfordshire Local Plan 2035.
The proposed development fails to respond positively to the character of the area and would appear out of keeping and harmful to the character and appearance of the area. The proposed development fails to conserve and enhance the landscape and scenic beauty of this part of the Chilterns National Landscape and would erode the agricultural character of the area and the contribution that this character makes to the setting of the nearby listed barn and farmhouse, and their significance. As such the proposed development fails to adhere to Policies DES1, DES2, ENV1, ENV6 and ENV7 of the South Oxfordshire Local Plan 2035, and the provisions of the National Planning Policy Framework.
