The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 22-23-09, 22-23-03, 22-23-06C, 22-23-08, TCP-001A, TPP-001A, AIA-001A, 22-23-07H, 22-23-05E, 22-23-04H, 22-23-02E and 22-23-01C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the extensions hereby permitted shall only be constructed in the materials specified on the plans and application documentation hereby approved including natural slate tiles used for the roof or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The exterior of the garage hereby permitted shall only be constructed in the materials specified in the agent's email dated 20 December 2024 including natural slate tiles used for the roof or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
The proposed window in the north elevation of the first-floor of the garage hereby permitted shall either be obscure glazed and fixed shut non-opening window or positioned so that the cill level is more than 1.7 metres above the floor level of the associated rooms.
Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of the development (including vegetation clearance/demolition) a construction environmental management plan for Biodiversity (CEMP: Biodiversity) shall be submitted to and approved in writing by the local planning authority. The CEMP (Biodiversity) shall include the following:
a) Update ecological surveys for relevant habitats and species (to comprise a pre-construction update badger check). Update surveys shall follow national good practice guidelines.
b) Risk assessment of potentially damaging construction activities.
c) Identification of biodiversity protection zones on an appropriate plan.
d) Practical measures (both physical measures and sensitive working practices) to avoid, reduce or mitigate the impacts on important habitats and protected species during construction. For the avoidance of doubt, these shall include:
(1) measures to avoid pollution of the adjacent Local Wildlife Site and associated Priority Habitats during demolition and construction, including rules for the storage and disposal of chemicals, waste and building materials away from the LWS, and measures to avoid dust, runoff and sediment deposition on the LWS;
(2) precautionary non-licensed demolition and construction method statement for great crested newt,
(3) demolition/construction method statements for foraging badger/hedgehog and nesting birds.
e) The location and timing of sensitive works to avoid harm to biodiversity features.
f) The times during construction when specialist ecologists need to be present on site to oversee works.
g) Responsible persons and lines of communication.
h) Use of protective fences, exclusion barriers and warning signs.
The approved CEMP (Biodiversity) shall be adhered to and implemented throughout the construction period strictly in accordance with the approved details.
Reason: To avoid impacts on protected species and other ecological features during construction, in line with Policy ENV2 of the South Oxfordshire Local Plan 2035.

P25/S1117/DISPrior to the commencement of the new extensions above new slab level, details (including specification, position, height, orientation) of a scheme of biodiversity enhancements to be provided, shall be submitted to and approved in writing by the local planning authority. The scheme shall be designed in conjunction with a suitably qualified ecologist and bird/bat boxes on buildings shall be integrated into the fabric of the development where possible. Features provided will be additional and separate to those required as mitigation measures under any protected species licence. A minimum number of biodiversity enhancement features shall be provided onsite as follows: one building-mounted bird nest box for house sparrow Passer domesticus or swift pus apus, one building-mounted bat box, and one bird nest box on a retained tree. Thereafter, the development shall be implemented in accordance with the approved details. All features shall be provided prior to first use and shall subsequently be maintained and retained.
Reason: To secure biodiversity enhancements onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035.

P25/S1117/DISNo external lighting shall be installed on site unless and until a sensitive lighting strategy for bats is submitted to and approved in writing by the Local Planning Authority. The strategy shall:
a) identify those areas/features on site that are likely to be both particularly sensitive for bats and vulnerable to disturbance from artificial lighting, including: known or potential breeding sites, resting places, foraging areas or important routes used to access key areas of their territory.
b) show how and where external lighting will be installed (through provision of appropriate lighting plans, isolux contour maps and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory or having access to their breeding sites or resting places.
All external lighting shall be installed in accordance with the specifications and locations set out in the strategy. Under no circumstances should any other external lighting be installed without the prior consent from the local planning authority.
Reason: to avoid impacts on bats from insensitive external lighting in line with Policy ENV2 of the South Oxfordshire Local Plan .

P25/S1117/DISThe tree protection details as shown on the approved Arboricultural Method Statement (ref: 23 October 2024) and the Tree Protection Plan (Merewood Arboricultural Consultancy Services) TPP-001A shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
