The proposed development would result in the loss of existing office space (Class E) within a Town Centre location. No evidence was submitted demonstrating the application site was unviable as an employment site, no marketing information was submitted and no robust demonstration that the conversion to residential would significantly improve the amenity of neighbouring properties was given. Therefore, the proposed development is contrary to South Oxfordshire Neighbourhood Plan Policy EMP3 and NPPF Paragraph 127(a).
The Juliette balconies proposed to be added to the rear elevation, facing north-east, would create an unacceptable relationship to the neighbouring properties to the north, including No. 18, 18A and 20 Station Road, as well as the closest properties in Hewgate Court. As such, the proposed development fails to protect the amenity of neighbouring residents and does not comply the with the Joint Design Guide 2022, Policy DES1, Neighbourhood Plan Policy H1 and NPPF Paragraph 135(f).
The proposed development fails to provide adequate amenity space for all future residents, in the form of private or shared amenity space. This fails to accord with the Joint Design Guide, Policy DES1, Neighbourhood Plan Policy H1 and NPPF Paragraph 135(f).
The proposed development fails to provide 40% affordable housing units and provides no viability assessment to support this position. This fails to accord with South Oxfordshire Local Plan Policy H9, Henley Neighbourhood Plan Policy H2 and NPPF Paragraph 128.
Insufficient information has been provided to ensure that runoff water rates on site will be reduced and a site-specific SuDS strategy has not been provided. This is contrary to South Oxfordshire Local Plan Policy INF4 and NPPF Paragraph 173(c).
In the absence of a completed Section 106 agreement the proposal fails to secure infrastructure to meet the needs of the development. As such the development is contrary to policies INF1 and CF5 of the South Oxfordshire Local Plan 2035 and the National Planning Policy Framework.
