Reason: To secure the proper planning of the area in accordance with Development Plan policies.

Following the approval of the WSI dated 19th December 2024 by Museum of London Archaeology, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed its findings shall be reported to the LPA, as agreed in the WSI, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the LPA within two years of the completion of the archaeological fieldwork. Reason: To safeguard the recording and inspection of matters of archaeological importance on the site in accordance with Policy ENV9 South Oxfordshire Local Plan 2035 and the NPPF (2023)

The habitats identified as being retained on drawings: EBD_2162_DR002a, EBD_2162_DR002b, EBD_2162_DR002c, EBD_2162_DR002d, found on pages 42 to 45 (inclusive) of the supporting Ecological Impact Assessment (Ecology By Design, August 2024) shall be restored within two calendar years in accordance with the supporting Habitat Restoration Methods Statement (Ecology By Design, December 2024). Reason: To ensure that temporary habitat impacts, accounted for in the statutory biodiversity metric as habitat retention, do not undermine the biodiversity net gain assessment submitted pursuant to the requirements of Schedule 7A of the Town and Country Planning Act 1990 (as amended) and Policy ENV3 of the South Oxfordshire Local Plan 2035.

The development hereby approved shall be implemented in accordance with all of the recommendations stated in section 5 of the supporting Ecological Impact Assessment (Ecology By Design, August 2024). Reason: To minimise the ecological impacts of development, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035 and paragraphs 180 and 186 of the NPPF .
