Listed building consent is refused for the proposed works because the submitted Heritage Statement does not include sufficient information to assess the age of the existing windows or their significance to the building as required by paragraph 200 of the National Planning Policy Framework (NPPF). The proposed works would detract from the historic and architectural significance of the listed building and do not comply with relevant policies ENV6 and ENV7 of the SOLP 2035, Policy HA1 of the Wallingford Neighbourhood Plan, the provisions of Chapter 16 of the National Planning Policy Framework and Sections 66 and 72 of the Planning (Listed Building and Conservation Areas) Act 1990.
