The development to which this permission relates must be begun not later than 6th October 2026
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 22110.S02, 22110.S01, 22110.11 B, 22110.10 B, 22110.03 B, 22110.101 and 22110.02 C, except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The materials to be used in the external construction and finishes of the development hereby permitted shall be in accordance with the details approved under discharge of condition application ref: P24/S2569/DIS. Any variation to the approved details must have prior approval from the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of any site works (including demolition or site clearance) the tree protection measures agreed under discharge of condition application ref: P24/S2569/DIS shall be implemented and kept in place during the entire course of development.
Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.
The residential accommodation hereby approved shall be limited to a person solely or mainly employed in the equestrian use of the site.
Reason: As the separate occupation of the accommodation would represent an undesirable sub-division of the property, where the provision of new housing is strictly controlled under the spatial strategy of the Development Plan. It would also result in inadequate standards of amenity and privacy in accordance with Policies DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
The use of the equestrian facilities shall be restricted to the stabling of horses/ livery yard. No part of the property shall be used for riding lessons, competitions or other non-equestrian activities.
Reason: In the interests of highway safety and in order to safeguard the rural character and amenity of the area, in accordance with Policies TRANS5, ENV1, DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
The balance of livery and DIY stabling to be retained as per the planning proposal (i.e. 7x full liveries and 3x DIY liveries).
Reason: In the interests of highway safety and in order to safeguard the rural character and amenity of the area, in accordance with Policies TRANS5, ENV1, DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
Prior to the first occupation of the development hereby approved, the parking and turning areas shall be provided in accordance with the approved site plan and shall be constructed, laid out, surfaced, drained and completed to be compliant with sustainable drainage (SuDS) principles, and shall be retained unobstructed except for the parking of vehicles associated with the development at all times.
Reason: In the interests of highway safety and in accordance with Policy TRANS5 of the South Oxfordshire Local Plan 2035.
The surface water drainage scheme shall be implemented in accordance with the details agreed under discharge of condition application ref: P24/S2569/DIS. Any variation to the approved details must have prior approval from the Local Planning Authority.
Reason: To ensure the proper provision of surface water drainage and to ensure flooding is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
The bund shall be constructed in accordance with the details agreed under discharge of condition application ref: P24/S2569/DIS. Any variation to the approved details must have prior approval from the Local Planning Authority.
Reason: To ensure that flood risk is not exacerbated in the locality in accordance with Policy EP4 of the South Oxfordshire Local Plan 2035.
The foul water drainage scheme shall be implemented prior to the occupation of the development hereby approved, in accordance with the details agreed under discharge of condition application ref: P24/S2569/DIS. Any variation to the approved details must have prior approval from the Local Planning Authority.
Reason: To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.
Prior to the commencement of development, with the exception of any demolition, a construction phase surface water management strategy scheme shall be submitted to and approved in writing by the Local Planning Authority. The strategy must demonstrate how surface water will be managed throughout the construction phase.
Reason: in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.

P25/S0291/DISPrior to the occupation of any of the site's structures, a SUDS compliance report prepared by an appropriately qualified Engineer must be submitted to and approved by the Local Planning Authority. This report must evidence that a sustainable drainage system has been installed and completed in accordance with the approved scheme (or detail any minor variations). This report should as a minimum cover the following;
1) Inclusion of as-built drawings in AOD. Levels of all drainage works and FFL must be included.
2) Inspection details of SUDS features such as flow controls, storage features and volumes and critical linking features or pipework undertaken, with appropriate photographs and evidence of inspections incorporated,
3) Maintenance responsibilities,
4) Details of any remediation works required following the initial inspection,
5) Evidence that that remedial works have been completed.
6) Full CCTV survey of the whole network.
To ensure the proper provision of foul water drainage and to ensure flooding and pollution is not exacerbated in the locality in accordance with policy EP4 of the South Oxfordshire Local Plan 2035.
No external lighting shall be installed on site, other than in accordance with a detailed scheme first agreed in writing by the Local Planning Authority.
The approved lighting plan shall thereafter be implemented as agreed.
Reason: To limit the impact of light pollution from artificial light on nature conservation and the character of the area, in
accordance with paragraphs 176 and 180 and of the National Planning Policy Framework and Policies DES1, DES2, ENV1 and ENV2 of the South Oxfordshire Local Plan 2035
The development hereby approved shall be implemented in accordance with all of the ecological avoidance and mitigation measures stated in section 5 of the Phase 1 & 2 Bat & Nesting Bird Survey (Ridgeway Ecology, dated: 21/6/2023, Ref: RE2024-061).
Reason: To minimise the ecological impacts of development, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF.
Prior to the commencement of the development above new slab level, full details (specification, position, height, orientation, etc.) of the biodiversity compensation measures stated in section 5 of the Phase 1 & 2 Bat & Nesting Bird Survey (Ridgeway Ecology, dated: 21/6/2023, Ref: RE2024-061) shall be submitted to and approved in writing by the local planning council. Thereafter, the development shall be implemented strictly in accordance with the approved details.
Reason: In order to secure biodiversity compensation onsite, in accordance with Policy ENV2 of the South Oxfordshire Local Plan 2035 and paragraphs 174 and 180 of the NPPF

P25/S0291/DISPrior to first occupation, all carbon reduction energy efficiency measures shall be implemented in accordance with the Energy Statement hereby approved and a Verification Report shall be submitted to the Local Planning Authority and approved in writing. The Verification Report shall demonstrate (with photographic evidence) that the energy efficiency measures have been implemented. These measures shall be retained and maintained as such thereafter in accordance with the Energy Statement and Verification Report.
Reason: To ensure high standards of sustainable design and construction in accordance with Policy DES10 of the South Oxfordshire Local Plan 2035.
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any Order revoking or re-enacting that Order), the enlargement, improvement or other alteration to the dwellinghouse as described in Schedule 2, Part 1, Class A of the Order shall not be undertaken without obtaining planning permission from the Local Planning Authority.
Reason: To safeguard the character of the area in accordance with Policies ENV1, ENV6, DES1, DES2 and DES6 of the South Oxfordshire Local Plan 2035.
