Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission.
Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.
That the 1.2 metre close board fencing to the front (including hedge planting) (fronting Red Cross Road) and the 3 meter acoustic fence to the rear approved shall be carried out in accordance with the details shown on the following approved plans, PE-001, PE-003, SIP001, and LOC-001 except as controlled or modified by conditions of this permission.
Reason: To secure the proper planning of the area in accordance with Development Plan policies.
The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority.
Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.
A beech or hornbeam hedge, or a hedge of a species to be first agreed in writing with the Local Planning Authority, shall be planted in conjunction with the 1.2m high fence hereby approved and the hedge shall be so tended as to grow to and remain at a height of not less than 1.8 metres, and any plant which may die or be seriously damaged or destroyed within 5 years of the completion of the development shall be replaced and the replacement shall be properly maintained.
Reason: To help to assimilate the development into its surroundings in accordance with Policies ENV1, DES1 and DES2 of the South Oxfordshire Local Plan 2035.
Planning permission is refused for the 1.8m close board fence (fronting High Street) shown on drawing number PE-002 and SIP001.
The proposal includes the removal of significant vegetation from the boundary, which is a prominent feature of the street scene and contributes positively to the distinctiveness of the local area and the character and appearance of the Conservation Area. The erection of the fence harms the character, appearance and landscape setting of the street scene, Conservation Area and the Chilterns National Landscape.
The proposed erection of a 1.8m close board fence is contrary to Policies DES1, DES2, ENV1, ENV3 and ENV8 of the South Oxfordshire Local Plan 2035 and Policies 11, 12 and 17 of the Goring-on-Thames Neighbourhood Plan.
