In the opinion of the Local Planning Authority, given the increase in height of the roof, the raised eaves and the additions of the dormer windows, and new windows, the proposal would harm the historic character and appearance of the existing period dwelling and the wider surrounding area when viewed from public vantage points. Consequently, the development would be harmful to and therefore fail to preserve the character and appearance of the Great Haseley conservation area. No public benefits have been advanced that would outweigh this harm, contrary to Paragraph 208 of the National Planning Policy Framework. Therefore, the proposal would be contrary to Policies DES1, DES2, ENV6 and ENV8 the South Oxfordshire Local Plan 2035
