Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the development hereby approved shall be carried out in accordance with the details shown on the following approved plans, 3012 P1, 3013 P1, 3001 P1, 3002 P1, 2001 P1, 2001 P1, 2000 P1, 2003 P1, 1001 P1, 2002 P1, 2005 P1, 4001 P1, 4002 P1, 4000, 1100 P2, 3, 3011 P3 and 3010 P3, except as controlled or modified by conditions of this permission. Reason: To secure the proper planning of the area in accordance with Development Plan policies.

The exterior of the development hereby permitted shall only be constructed in the materials specified on the plans/supporting documents hereby approved or in materials which shall previously have been approved in writing by the Local Planning Authority. Reason: In the interests of the visual appearance of the development in accordance with Policies DES1 and DES2 of the South Oxfordshire Local Plan 2035.

The tree protection details as detailed within the approved report 'Development tree report for Henley College Building D6' (MS(Tree)W Consultancy Ltd, 4 October 2024) and appendices, including Tree Protection Plan 'SMW/The Henley College/TPP/002' shall be put in place prior to any on site works including demolition and thereafter retained in situ for the duration of development. Reason: To safeguard trees which are visually important in accordance with Policies ENV1, DES1, and DES2 of the South Oxfordshire Local Plan 2035.

No development shall commence on site (including any works of demolition), until a Construction Method Statement, which shall include the following: a) the parking of vehicles of site operatives and visitors; b) loading and unloading of plant and materials; c) storage of plant and materials used in constructing the development; d) the erection and maintenance of security hoarding including decorative displays and facilities for public viewing, where appropriate; e) wheel washing facilities; f) measures to control the emission of dust and dirt during construction; g) a scheme for recycling/disposing of waste resulting from demolition and construction works; h) measures for the protection of the natural environment; i) hours of construction, including deliveries; has been submitted to, and approved in writing by, the Local Planning Authority. The approved Statement shall be adhered to throughout the construction period. The development shall not be carried out otherwise than in accordance with the approved construction methods. Reason: To ensure that the development is not unneighbourly in accordance with Policy DES6 of the South Oxfordshire Local Plan 2035. Related application(s): P24/S4022/DIS

No development shall take place until a detailed prediction of the noise produced has been submitted to and approved, in writing, by the Local Planning Authority. The report must be prepared in accordance with BS4142 (2014) Method for rating industrial and commercial sound'. The report should include: a) A large scale plan of the proposed development b) Noise sources and measurement/ prediction points marked on plan c) Noise levels produced by noise sources (e.g. ventilation, air conditioning units, refrigeration plant etc. at the nearest noise sensitive location d) The rating level of the noise - is it tonal or intermittent? e) The times of operation of the equipment f) The background noise level at the nearest noise sensitive location g) Details of noise mitigation measures proposed h) Description of noise calculation procedure i) Comparison of noise levels with appropriate criteria Where necessary, following approval of the noise assessment the applicant must submit a detailed scheme to control the noise which must be approved in writing by the Local Planning Authority. The approved scheme must then be implemented and maintained for the duration of the development. Reason: To ensure that the development is not unneighbourly in accordance with Policies ENV12 of the South Oxfordshire Local Plan 2035. Related application(s): P24/S4022/DIS
