Planning permission is refused for the boundary wall shown on drawing number 22-004-F-022. The already constructed boundary wall is inappropriate development within the Oxford Green Belt and by definition, harmful to its openness. The provision of a front boundary wall to the height constructed on this formerly undeveloped and hedged part of the site, harms the openness of the Green Belt and is not in keeping with the character and appearance of the local area and street scene. The wall harms the openness of the Green Belt and the landscape setting of the village and there are no 'very special circumstances' that would outweigh the harm caused by virtue of inappropriateness. This part of the development is contrary to Policies DES1, DES2, ENV1 and STRAT6 of the adopted South Oxfordshire Local Plan 2035, Policy BCH3 of the Clifton Hampden Neighbourhood Plan (which includes Burcot) and the Green Belt advice in the NPPF.
