Conditions / Refusal Reasons
The development to which this permission relates must be begun not later than the expiration of three years beginning with the date of this permission. Reason: By virtue of Sections 91 to 95 of the Town and Country Planning Act 1990 as amended by section 51 of the Planning and Compulsory Purchase Act 2004.

That the works hereby approved shall be carried out in accordance with the details shown on the following approved plans, OP1-006, NSH 013 A, NSH 014, NSH 015, NSH 016 B, NSH 005 A, NSH 011 A, NSH 004 A, NSH 010 B, NSH 001 A, NSH 006, OP1-005, OP1-007, OP1-008, OP1-009, NSH 012, NSH 002, NSH 003, OP1-010, OP1-011, OP1-012, OP1-001, OP1-002, OP1-003 and OP1-004, except as controlled or modified by conditions of this consent. Reason: To secure the proper planning of the historic environment in accordance with Development Plan policies.

Following the removal of roof tiles and prior to the commencement of the relevant works, details, including drawings and material specifications as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority. a. Method of installation for the proposed insulation (over the floor or between/over/under the rafters) b. Full product specification of the the insulation and breathable membranes which use conservation best practice c. Full specifications any new tiles if replacement looks to be in excess of c.40% of the roof slopes, otherwise, any lesser proportion of rooftiles should simply match the existing roof with all others being salvaged from the existing roof. Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building and its setting and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035.

Prior to commencement of any works on the Old Stable building hereby approved a full schedule of works, including drawings and material specifications as necessary, in respect of the following, shall be submitted to and approved in writing by the Local Planning Authority. a. Details of any materials (insulation/wall finishes etc) to be used across the solid wall construction of the internal ground floor space b. Full specification of all external materials for the upper floor eg. sheet roofing and any new/replacement cladding. c. Detailed drawings and materials specifications of the new staircase. Thereafter the works shall be carried out in accordance with the approved details. Reason: To safeguard the special architectural or historic interest of the listed building and its setting and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035. Prior to implementation of the relevant part of the works hereby approved samples of all materials to be used in the external construction and finishes of the extension and dormer window hereby permitted shall be submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building and its setting and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035. . Any new/replacement rainwater goods shall be implemented in accordance with a detailed specification to be first submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building and its setting and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035. All windows, rooflights and external doors shall be provided in accordance with a detailed specification of their material, type, design and external finish and should include 1:20 scale drawings as necessary that has been first submitted to and approved in writing by the Local Planning Authority. Reason: To safeguard the special architectural or historic interest of the listed building and its setting and in the interests of the visual appearance of the development in accordance with Policies STRAT1, DES1, DES2, ENV6, ENV7 and ENV8 of the South Oxfordshire Local Plan 2035. Prior to the commencement of the development above new slab level, details (including specification, position, height, orientation) of a bat box to be attached to the completed development, shall be submitted to and approved in writing by the local planning authority. The choice and siting of the bat box shall be advised by a suitably qualified ecologist. Thereafter, the development shall be implemented in accordance with the approved details and all features provided prior to first use. REASON: To secure biodiversity enhancements onsite, in accordance with Policies ENV2 and ENV3 of the South Oxfordshire Local Plan and paragraphs 180 and 186 of the NPPF. No external lighting shall be installed on site unless and until a sensitive lighting strategy for bats is submitted to and approved in writing by the Local Planning Authority. The strategy shall: a) identify those areas/features on site that are likely to be both particularly sensitive for bats and vulnerable to disturbance from artificial lighting, including: known or potential breeding sites, resting places, foraging areas or important routes used to access key areas of their territory. b) show how and where external lighting will be installed (through provision of appropriate lighting plans, isolux contour maps and technical specifications) so that it can be clearly demonstrated that areas to be lit will not disturb or prevent bats using their territory or having access to their breeding sites or resting places. All external lighting shall be installed in accordance with the specifications and locations set out in the strategy. Under no circumstances should any other external lighting be installed without the prior consent from the local planning authority. REASON: To avoid impacts on bats from insensitive external lighting in line with Policy ENV2 of the South Oxfordshire Local Plan.

Prior to any demolition and the commencement of the development hereby approved, the applicant, or their agents or successors in title, shall be responsible for organising and implementing an archaeological watching brief, to be maintained during the period of construction/during any groundworks taking place on the site. The watching brief shall be carried out by a professional archaeological organisation in accordance with a Written Scheme of Investigation that has first been approved in writing by the Local Planning Authority. Following the approval of the Written Scheme of Investigation, no development shall commence on site without the appointed archaeologist being present. Once the watching brief has been completed, its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason: To enable an appropriate level of archaeological investigation of the area including excavation and recording, post excavation analysis and the publication of results in accordance with Policy ENV9 South Oxfordshire Local Plan 2035. Following the approval of the Written Scheme of Investigation referred to in condition 10, no development shall commence on site without the appointed archaeologist being present. Once the archaeological monitoring and recording action has been completed its findings shall be reported to the Local Planning Authority, as agreed in the Written Scheme of Investigation, including all processing, research and analysis necessary to produce an accessible and useable archive and a full report for publication which shall be submitted to the Local Planning Authority within two years of the completion of the archaeological fieldwork. Reason To safeguard the identification, recording, analysis and archiving of heritage assets before they are lost and to advance understanding of the heritage assets in their wider context through publication and dissemination of the evidence in accordance with policy ENV9 of the of the South Oxfordshire Local Plan 2035.
