The application proposes a two storey unit of self contained accommodation for short term holiday letting. This would be located outside the built-up limits of Nettlebed village in the Chilterns National Landscape, where there are strict controls over the provision of new housing. Moreover, although it is acknowledged that the impact would be very localised, the building would, by virtue of its scale, design and siting, have an awkward visual relationship with the existing dwelling and it would be a dominant feature on the approach into the site. Whilst the District Council acknowledges that the proposal may have modest benefits to the local economy, it does not consider these to be sufficient to outweigh the conflict with the spatial strategy within the Development Plan, which seeks to achieve a sustainable pattern of growth for the district. There is insufficient objective evidence provided demonstrating that the proposal would meet an overriding need for accommodation which cannot be provided within the built-up limits of a settlement. As such, the proposal is in conflict with Polices STRAT1, H1, H4, DES1, DES2, ENV1, EMP10 and EMP11.
